''Since the 1970s, there has been a consensus that civil disobedience does not violate the rule of law.''

Civic Party legislator and senior counsel Ronny Tong (公民党立法会议员、资深大律师汤家骅):

''Civil disobedience is different from violating the rule of law. The former is aimed at pointing out legal injustice, and pan-democratic camps can use civil disobedience as a means to make clear their stance, given that they are prepared and are willing to bear the legal liability.''

Senior counsel Jat Sew-tong (资深大律师翟绍唐):

''Civil disobedience is in nature a challenge of existing laws. That is a fact noted by participants. It can be used to make prominent social injustices or to cause changes in government policy. In the United Kingdom, although participants in civil disobedience have to bear legal responsibility, there are lots of court judgements that highlight civil disobedience as a fine tradition (优良传统).''

''Civil disobedience is unlawful (违法).''

Dean of Law School of Tsinghua University Wang Zhenmin (清华大学法学院院长王振民):

''Civil disobedience is an extreme response to fascist regimes (法西斯政权). There are channels in which Hong Kong people can legally voice their views. I wonder why no such disobedience happened in Hong Kong against the '(pre-1997) undemocratic colonial regime'.''

Constitutional professor of the Chinese Academy of Social Sciences Law Institute Mo Jihong

(中国社会科学院法学研究所副所长莫纪宏):

''Benny Tai lacks social responsibility, and his grounds are not justifications. It is ridiculous that a constitutional scholar like Tai is planning to resort to unlawful tactics. Civil disobedience will lead to a disaster in Hong Kong.''

Ip Kwok-him (民建联立法会议员叶国谦):

''Civil disobedience is illegal. Schools should play no part in such an activity. They should neither encourage their students to take part in such an activity nor forbid them from doing so.''
